L’adaptation aux changements climatiques et la préservation de la biodiversité fera l’objet d’une politique nationale. Des mesures d’atténuation, tel que le développement de pratiques agricoles résilientes, seront développées. Une attention particulière sera portée à la préservation du Lac Tchad, qui constitue un moyen de subsistance pour plus de trente millions de personnes, notamment à travers la Commission du Bassin du Lac Tchad (CBLT).

Les réponses apportées jusque-là aux catastrophes naturelles et crises humanitaires survenues au Tchad ou dans la Sous-région sont réactives. Il sera donc question de mettre en place un mécanisme qui puisse garantir une résilience systémique aux catastrophes naturelles et crises humanitaires. Pour ce faire, une emphase particulière sera mise sur le dispositif de prévention à développer, lequel dispositif fera l’objet d’une large vulgarisation en vue de son appropriation par toutes les couches de la population. Adaptation to climate change and the preservation of biodiversity will be a national policy. Mitigation measures, such as the development of resilient agricultural practices, will be developed. Particular attention will be paid to the preservation of Lake Chad, which provides a livelihood for over thirty million people, notably through the Lake Chad Basin Commission (LCBC).

The responses to natural disasters and humanitarian crises in Chad and the sub-region have been reactive. It will therefore be necessary to put in place a mechanism that can ensure systemic resilience to natural disasters and humanitarian crises. To this end, particular emphasis will be placed on the prevention mechanism to be developed, which will be widely disseminated to ensure its appropriation by all sections of the population.
