Coming together in Marrakech two years ago, Member States committed to a comprehensive framework for cooperating on international migration. This was a testament to our growing understanding of the power of human mobility: inevitable, overwhelmingly beneficial but capable, too, of generating huge challenges if left unregulated – often at the cost of lives and rights denied.
