Secretary-General report 2024
On 5 December, the United Nations Secretary-General will launch the 2024 report on the implementation of the Global Compact for Migration. The report outlines progress, challenges and recommendations to advance GCM commitments and improve migration governance.
Key measures include:
- GCM Indicators: A voluntary framework to track progress, align policies with the 2030 Agenda and improve migration data.
- Saving lives: Concrete proposals to strengthen cooperation on missing migrants and provide humanitarian assistance to migrants in distress.
Recommendations on saving migrants' lives
These recommendations provide a framework for preventing loss of life and offering humanitarian assistance to migrants in distress. They focus on five priorities: prevention of migrants’ deaths and disappearances, search for and identification of missing migrants, provision of support to affected families, justice, accountability and redress and improving data and foresight. Building on existing commitments, they offer measures for States to act in line with international law

Limited set of indicators to review progress related to GCM implementation
The GCM indicators are designed to help Member States review progress in implementing the Global Compact for Migration in a consistent and inclusive manner. Drawing on established frameworks like the SDG indicator framework, the Migration Governance Indicators and recommendations from the UN Expert Group on Migration Statistics, they align with existing efforts to minimize the burden on national statistical systems. Limited in scope, the indicators focus on key aspects of the Compact’s 23 objectives to guide evidence-based policymaking.
