Introduction
As part of the European Union’s renewed commitment to bolster multilateralism, and building on longstanding cooperation, the EU and the United Nations, through the UN Network on Migration, jointly developed the EU-UN Partnership for Migration Capacity Building to pioneer capacity building support on migration and mobility to partner countries.
Programme objectives
The main objective of the partnership is to contribute towards safe, orderly and regular migration as a way of accelerating the work of the United Nations, governments and stakeholders, migrants and communities for sustainable development.
The programme will:
- Bolster the capacity of the UN system at global, regional and local levels to support public authorities to formulate effective migration policies in line with international frameworks, ensuring these contribute to sustainable development outcomes.
- Empower public authorities and relevant stakeholders at regional, national and local levels on migration and mobility, ensuring their efforts contribute to sustainable development.
This partnership for migration and mobility will provide tailored capacity building - both for UN Country Teams and governments - in three partner countries and strengthened migration knowledge management in pilot countries and beyond.
Results
The global and country-level actions will:
- Work with UN Country Teams in pilot countries to reinforce capacities to articulate migration and its linkages to the 2030 Agenda for Sustainable Development helping them align priorities with all existing national development plans.
- Support public authorities and relevant stakeholders in pilot countries to develop their capacities to convene inclusive consultations on migration governance across sectors in governments and with relevant stakeholders.
- Offer a migration global knowledge hub on joint programming, and multi-stakeholder policy initiatives at global, regional and national levels.
- Make available coordinated UN technical assistance to countries in response to specific, time-bound requests to improve their migration governance approaches using other countries expertise, UN expert knowledge, stakeholders’ experiences and fostering government peer-to-peer learning.
Expected impact
By helping governments and stakeholders bring migration in full alignment with existing international frameworks and foster experience sharing, the partnership contributes towards the achievement of the 2030 Agenda for Sustainable Development and COVID-19 socio-economic recovery plans, for the benefit of migrants and local communities in countries of origin, transit and destination.
