Better Migration Management (BMM) Programme

The Better Migration Management (BMM) Programme aims to enable national authorities and institutions to facilitate safe, orderly and regular migration, and effectively address and reduce trafficking in human beings and smuggling of migrants within and from the Horn of Africa region by applying a human rights-based approach. The regional project financed by German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union is implemented by British Council, Civipol, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, International Organization for Migration (IOM) and the United Nations Office on Drugs and Crime (UNODC) with GIZ in the lead.

Activities are implemented in three interconnected areas of action:

  • Improving migration governance to strengthen national and regional migration governance thereby enhancing safe and regular migration in accordance with global and regional migration governance frameworks and human rights standards. The programme is implemented in close coordination with the Intergovernmental Authority on Development (IGAD) and the African Union (AU). It supports national governments in developing and improving national migration policies and frameworks for managing migration.
  • Addressing and reducing trafficking and smuggling by improving the effectiveness of institutions implementing migration policies and legislation. Among other activities curricula for universities and other law enforcement training institutions have been implemented. The programme increases national and cross-border cooperation on trafficking and smuggling cases between law enforcement, judicial and other state and non-state actors, in coordination with existing regional initiatives and in accordance with international obligations and standards.
  • Protecting vulnerable migrants and victims of trafficking by improving their assistance and access to information at local, national, and regional level with a focus on sustainable solutions to ensure the integration of migrants in national labour markets and social systems. One key factor is the establishment of structured processes to refer vulnerable migrants and victims of trafficking to protection facilities and services.

BMM focuses on implementing a holistic and sustainable approach to migration governance by including all relevant state and non-state actors on local, national and regional level.
