UN Network on Migration Türkiye Meeting
The UN Network on Migration in Türkiye, established by the UN Country Team, plays a crucial role in supporting the implementation of the Global Compact for Safe, Orderly, and Regular Migration (GCM) and safeguarding the rights of migrants. Its primary objectives include enhancing the understanding of migration, providing policy guidance, and coordinating the efforts of various UN agencies in collaboration with key Turkish government entities. The network, consisting of different UN agencies, operates under the coordination of the UN Resident Coordinator and collaborates closely with the Ministry of Foreign Affairs, Presidency of Migration Management, and Directorate General of International Labor Force in Turkey. Its annual meetings serve as a platform for decision-making through consensus, fostering collaboration, policy formulation, and dialogue between UN agencies and Turkish government entities to effectively address migration challenges while upholding international standards.
The most recent UNNM Meeting, held on November 2, 2023, focused on advancing migration policy and governance within the country, particularly in the context of GCM implementation. Participants, including representatives from UN agencies and Turkish government authorities, emphasized the importance of collaboration and strategic dialogue to address key migration-related challenges. Türkiye's proactive engagement in GCM implementation was acknowledged during the meeting, highlighting its role as a Champion Country. Efforts such as preparing national voluntary reports, conducting a GCM Needs Assessment, and submitting joint programs for the Migration Multi-Partner Trust Fund (MPTF) were commended. The meeting underscored the significance of data-driven policymaking, institutional capacity building, and improving access to services for migrants.
Various migration challenges facing Türkiye, including irregular migration, the impact of natural disasters, migrant smuggling, and human trafficking, were discussed. The need for improved border management and safe migration pathways aligned with the 2030 Agenda and GCM objectives was emphasized. Concerns related to establishing regular pathways for migrants, challenges in integrating Syrian refugees under temporary protection, aligned visa and permit processes, and combatting human trafficking were highlighted. The meeting also emphasized the protection of vulnerable groups, especially children, as a crucial area for joint intervention. The meeting showcased the Network's potential support for upcoming regional reviews of the GCM and emphasized the importance of data collection for informed policymaking. Overall, the collaborative spirit and commitment to coordinated action were evident throughout the meeting, as summarized by the Deputy Chief of Mission of the International Organization for Migration (IOM).
