INDIRECT SPECIFIC - Provides eligible IDPs and returnees the right to apply for land allocations and housing support from the state. Criteria for selecting beneficiaries involves an eligibility assessment and a vulnerability assessment. To be eligible, IDPs must show at least five years of continuous displacement. Reference is made to conflict and disaster dimensions in criteria for identifying suitable land.
