ما هي التحديات المتعلقة بالهدف الثامن للاتفاق العالمي للهجرة التي تود أن ترى الحوار يتناولها؟

Due to various rights violations, abuses and exploitation (with others as inhumane as extracting internal organs etc.) involved in the sector, the Government of Uganda has halted labor exportation – and licensing of exporting companies and agencies have ‘temporarily been put on halt’. This predicament has made the Uganda external recruitment agencies so pissed-off with the Government's decision to halt exportation of labor in particular; domestic workers, to outside countries.

In the middle of last year, predictions indicated that the industry was greatly been affected. For instance, report revealed that approx. over 350,000 had successfully finalized all processes to go to work only awaiting reopening of the airport. Again, because of that abrupt halt, such a move didn’t happen – and yet clandestinely, others continued to be trafficked, exploited, abuse and in extreme cases killed.  

Bilateral arrangements and the provisions therein between Uganda and its recruitment agencies (as a country of origin) and placement agencies (in destination countries) have not been adhered to – and in most cases, the Ugandan Missions abroad have not meaningfully helped the situation either. Series of meetings are underway between the Government Line Ministries Departments and Agencies (MDAs) and the exporting agencies and companies.

In the spirit of the international cooperation framework, what advocacy strategies can we, as an Organization, deploy to have these issues addressed especially with such a dilemma that my country, Uganda, finds itself in?
