Artículo 18. El residente temporal es el extranjero o sus dependientes que ingresan al territorio nacional por razones laborales, de políticas es peciales, de educación, de cultura, religiosas, humanitarias y de reagrupación familiar y otras subcategorías, por un período hasta de seis años, salvo en aquellos casos en que las leyes es peciales y los convenios establezcan períodos distintos.

Artículo 23. Son extranjeros bajo protección de la República de Panamá, los refugiados, asilados, apátridas y personas bajo estatuto humanitario provisional de protección, que hayan ingresado en gran escala o individualmente al territorio nacional en busca de protección temporal, mientras esperan el retorno a su país de origen o su reasentamiento en un tercer Estado.
