INDIRECT SPECIFIC - The President has discretion to admit foreigners for humanitarian reasons, including individuals “who are refugees for religious, political, or racial reasons”, provided that doing so is not against the public interest, and is also authorized to admit foreigners temporarily when doing so would be in the public interest.

Section 47. Notwithstanding the provisions of this Act, the President is authorized —(...) (2) To admit, as nonimmigrants, aliens not otherwise provided for by this Act, who are coming for temporary period only, under such conditions as he may prescribe; (...) (b) For humanitarian reasons, and when not opposed to the public interest, to admit aliens who are refugees for religious, political, or racial reasons, in such classes of cases and under such conditions as he may prescribe.
