Art. 39

SPECIAL STAY PERMITS. The General Directorate of Immigration may grant special permits to stay in the country for up to a maximum of five years, to foreigners who request it for justified reasons, such as: [...] 13) Others that the Directorate General of Immigration and Foreigners deems appropriate, for reasons of national interest, humanitarian or in reciprocity with other States.
