The agreement shall not apply to measures affecting natural persons seeking access to the employment market of another Member State, nor shall it appy to measures regarding citizenship, residence or employment on a permanent basis.

*References to Kosovo shall be understood to be in the context of United Nations Security Council resolution 1244 (1999).
