Factors of Return and Reintegration. Humanitarian: States may agree to extend a temporary or even permanent permission to stay for people from countries suffering from natural disasters or violent conflict on humanitarian grounds. The granting of exceptions to the obligation to return is usually regarded as discretionary by the granting States.
