Art. 2º A declaração de Emergência em Saúde Pública de Importância Nacional - ESPIN ocorrerá em situações que demandem o emprego urgente de medidas de prevenção, controle e contenção de riscos, danos e agravos à saúde pública.

Art. 3º A ESPIN será declarada em virtude da ocorrência das seguintes situações: I - epidemiológicas; II - de desastres; ou III - de desassistência à população.

Art. 2 The declaration of Public Health Emergency of National Importance - ESPIN will occur in situations that demand the urgent use of measures to prevent, control and contain risks, damages and harms to public health.

Art. 3 The ESPIN will be declared due to the occurrence of the following situations: I - epidemiological; II - of disasters; or III - lack of assistance to the population.

*References to Kosovo shall be understood to be in the context of United Nations Security Council resolution 1244 (1999).
