L’État se fixe comme objectifs d’élaborer des orientations pour la prise en compte des migrations climatiques et de renforcer sa contribution aux travaux internationaux et européens sur ce thème. Le Gouvernement présente au Parlement, dans un délai de douze mois à compter de la promulgation de la présente loi, ces orientations et un plan d’actions associé. Ces actions permettront de renforcer les connaissances relatives aux déplacements liés au changement climatique, comme voulu par l’agenda pour la protection des déplacés environnementaux, et de mettre en place des actions à la hauteur des enjeux. Ces orientations prévoient notamment la mobilisation de programmes de recherche, la réalisation de travaux statistiques et de définitions, le concours à des initiatives européennes, des expérimentations sur les migrations cycliques, la contribution à la mise en place de mesures préventives ainsi que des réflexions portant sur le long terme (horizon 2050), en particulier quant à l’habitabilité des différentes zones géographiques du monde. Elles permettront l’évolution de nos programmes d’aide publique au développement pour mieux intégrer les problématiques d’anticipation des migrations climatiques, qui peuvent être reconnues comme des politiques d’adaptation. The State has set itself the objectives of developing guidelines for taking climate migration into account and strengthening its contribution to international and European work on this subject. The Government presents to Parliament, within twelve months of the promulgation of this law, these guidelines and an associated action plan. These actions will make it possible to strengthen knowledge of displacement linked to climate change, as required by the agenda for the protection of environmentally displaced persons, and to put in place actions commensurate with the challenges. These guidelines provide in particular for the mobilization of research programs, the carrying out of statistical work and definitions, support for European initiatives, experiments on cyclical migration, the contribution to the implementation of preventive measures as well as reflections on the long term (horizon 2050), in particular with regard to the habitability of the different geographical areas of the world. They will allow the evolution of our official development assistance programs to better integrate the problems of anticipating climate migrations, which can be recognized as adaptation policies.
