Considerando: 1°- Que vivimos uno de los dramas humanos, sociales, ambientales y económicos más profundos de la historia centroamericana, como resultado de los devastadores efectos causados por el huracán Mitch. 2°- Que atendiendo al Acuerdo de la Reunión de Presidentes, realizada en Comalapa, El Salvador, el 9 de noviembre de 1998, e inspirados en los principios de solidaridad humana, el Gobierno de Costa Rica estima oportuno conceder a los inmigrantes irregulares centroamericanos que residen actualmente en nuestro país, la oportunidad de normalizar su situación legal migratoria, con el fin de evitar su deportación y el consecuente agravamiento de la situación actual de la región. Art. 2 - Este régimen de excepción será aplicable a todo ciudadano centroamericano que actualmente resida en el país y que haya ingresado con anterioridad al día nueve de noviembre de 1998.

Art. 18

Considering: 1st- That we are experiencing one of the deepest human, social, environmental and economic dramas in Central American history, as a result of the devastating effects caused by Hurricane Mitch. 2nd- That, in accordance with the Agreement of the Meeting of Presidents , held in Comalapa, El Salvador, on November 9, 1998, and inspired by the principles of human solidarity, the Government of Costa Rica considers it opportune to grant irregular Central American immigrants currently residing in our country the opportunity to normalize their situation legal immigration, in order to avoid their deportation and the consequent aggravation of the current situation in the region Art. November 9, 1998.
