Direction 61, issued under section 499 of the Migration Act, requires decision-makers to have “[...] due regard to a political upheaval or natural disaster in a particular country. Decisionmakers must give consideration to whether that country is the student’s home country and to whether the particular political upheaval or natural disaster has affected the student’s ability to comply with condition 8202.”
