2. The visa issued at the border is the same in form and content of the ordinary visa and is issued for a stay of up to 15 days, depending on the required purpose and conditions completed in point 1 of this article, for the following cases: a) in emergency conditions, caused by a natural disaster, flood or accident;

1. The authority responsible for the border and migration extends the period of stay determined in the issued visa or the allowed term of stay without visa, if the foreigner requests the extension of stay before the end of the valid stay, only for serious personal reasons, motives that are valued of special importance, a force majeure or humanitarian, when the foreigner did not have the opportunity to leave the territory of the Republic of Albania before the end of allowed term. 2. The extension of the stay is free of charge and for a period strictly related to the need to respond to force majeure or humanitarian reason.

2. In exceptional circumstances, the residence permit may be issued or renewed even if the purpose of the stay no longer exists or has changed due to: [...] c) for humanitarian reasons.

The residence permit is issued for the following reasons: ë) for humanitarian cases; gj) for a unique residence permit for work reasons, such as: ii. unique permit for seasonal employment; iv. unique permit as a cross-border worker

Art. 52 Residence permit for humanitarian cases: 1. The local authority responsible for the border and migration, for humanitarian cases, provides with temporary residence permit type A to the foreigner even if the conditions set out in Article 33 of this law or other general criteria set out in this law are not met, in the following cases: e) seriously ill persons who cannot be treated at the place of return, persons who seek to stay because they have left their country due to disasters / events natural. [...] 2. The residence permit, issued for this reason, serves only for the stay of the foreigner and does not enable re-entry into the territory of the Republic of Albania in case the foreigner leaves territories. The residence permit for this reason is issued for a period of 1 year and is renewed only in [specific] cases. [...] The foreigner enjoys the right to health care, financial assistance, legal aid free of charge, the right to translation and psychological support, as well as the right to work if benefits them according to the legal provisions in force.
