Art. 29.2 - Residencia: Autoriza el ingreso y/o residencia en el territorio de la República. Estas Calidades Migratorias son prorrogables y permiten múltiples entradas. Las Calidades Migratorias de Residencia son las siguientes: […] k) Humanitaria: Para el extranjero que encontrándose en territorio nacional y sin reunir los requisitos para acceder a la condición de asilado o refugiado, se encuentre en situación de gran vulnerabilidad o peligro de vida en caso de abandono del territorio peruano o para quien requiere protección en atención a una grave amenaza o acto de violación o afectación de sus derechos fundamentales. Del mismo modo, será aplicable para los solicitantes de refugio y asilo o para quienes hayan migrado por motivos de desastres naturales y medioambientales; o para quienes han sido víctima de trata o tráfico de personas; o para las niñas, niños y adolescentes no acompañados; o para apátridas. También se aplica para personas que se encuentren fuera del territorio nacional en situaciones excepcionales de crisis humanitaria reconocida internacionalmente, que soliciten venir al Perú y obtener protección. Permite realizar actividades lucrativas de manera subordinada, autónoma o por cuenta propia. [...]

Art. 36 - REGULARIZACIÓN MIGRATORIA. Los extranjeros que se encuentren en situación migratoria irregular, pueden solicitar el levantamiento de su impedimento de ingreso y/o regularizar su situación de conformidad con las disposiciones que se dicten en el Reglamento. En casos excepcionales, las autoridades migratorias pueden implementar programas de regularización masiva o individual, incluso para personas extranjeras en situación de vulnerabilidad...; o para proteger otros derechos fundamentales reconocidos en la Constitución Política y en los convenios y tratados internacionales firmados por el Perú. Entre las personas extranjeras vulnerables se encuentran los siguientes: (l) Desplazados forzados y (q) Otros que requieren protección en atención a una afectación o grave amenaza a sus derechos fundamentales.

Art. 29.2 - Residence: Authorizes entry and/or residence in the territory of the Republic. These Immigration Qualities are extendable and allow multiple entries. The Migratory Qualities of Residence are the following: [...] k) Humanitarian: For the foreigner who, being in national territory and without meeting the requirements to access asylum or refugee status, is in a situation of great vulnerability or danger to life in case of abandonment of Peruvian territory or for those who require protection in response to a serious threat or act of violation or affectation of their fundamental rights. Similarly, it will be applicable to refugee and asylum seekers or to those who have migrated due to natural and environmental disasters; or for those who have been victims of human trafficking or smuggling; o for unaccompanied children and adolescents; or for stateless persons. It also applies to people who are outside the national territory in exceptional situations of internationally recognized humanitarian crisis, who request to come to Peru and obtain protection. Foreigners who are in an irregular migratory situation may request the lifting of their impediment to entry and/or regularize their situation in accordance with the provisions issued in the Regulation. In exceptional cases, immigration authorities can implement mass or individual regularization programs, even for foreign persons in a situation of vulnerability...; or to protect other fundamental rights recognized in the Political Constitution and in the international conventions and treaties signed by the Peru. Among the vulnerable foreign persons are the following: (l) Forced displaced persons and (q) Others who require protection in response to an affectation or serious threat to their fundamental rights.
