El crecimiento poblacional y los procesos de urbanización, las tendencias en la ocupación del territorio, el proceso migratorio, los niveles de pobreza de importantes segmentos de la población, la débil presencia de sistemas y redes organizacionales, los impactos y la presión sobre los ecosistemas, servicios ecosistémicos y recursos naturales, incrementan la vulnerabilidad de la población, bienes y servicios públicos frente a la incidencia de un conjunto de peligros de origen natural y antrópico, sumando a ello la exacerbación que viene provocando el cambio climático global en los fenómenos naturales de origen hidrometeorológico y de geodinámica externa, principalmente. TRANSLATION -

Population growth and urbanization processes, trends in the occupation of the territory, the migratory process, the levels of poverty of important segments of the population, the weak presence of organizational systems and networks, the impacts and pressure on ecosystems, Ecosystem services and natural resources increase the vulnerability of the population, public goods and services to the incidence of a set of hazards of natural and anthropic origin, adding to this the exacerbation that global climate change has been causing in natural phenomena of hydrometeorological origin and external geodynamics, mainly.
