´´ The major crises affecting the society and the weakness of the protectionist policies have contributed to increasing the size of the vulnerable groups of the population (the disabled, elderly, widows, orphans ...), so that the rate of vulnerability increased over (50% in 2016). The conditions of displacement have produced complex fragility (fragile groups, displacement etc...), accompanied by high levels of terrorism and violence and the resulting conditions of forced displacement.´´
