It is acknowledged that the exceptional circumstances related to the existence of IDPs throughout Dili and the districts is unique but equally that there is considerably greater international support on the ground to assist and support the Government. The entire population is vulnerable to the risks of flooding but it is recognized that the displaced population is particularly vulnerable to public health and security risks. QUOTE 0 This rapid contingency is designed to fill the immediate need to put a plan in place for this season’s rains, paying particular attention to the population displaced in this year’s violence due to their vulnerability and limited coping mechanisms whilst living in the camps.
