気候変動を安全保障上の課題と捉える動きは各国にも広がっており、例えば、気候変動による複合的な影響に起因する水、食料、土地などの不足は、限られた土地や資源を巡る争いを誘発・悪化させるほか、大規模な住民移動を招き、社会的・政治的な緊張や紛争を誘発するおそれがあると考えられている.
欧米等の研究事例によると、資源管理、環境移民、脆弱な人々への補償や人権等 をめぐり、気候変動が国際社会の不安定化を深める可能性や、社会的に不安定な地 域の増加による安全保障政策のリスク等が拡大する可能性が示唆されている。
The movement to view climate change as a security issue is spreading to countries around the world. In addition to causing and aggravating the situation, it is also believed that there is a risk of causing large-scale migration of residents and triggering social and political tensions and conflicts.
According to research cases in Europe and the United States, there is a possibility that climate change will deepen the destabilization of the international community and increase the number of socially unstable regions in areas such as resource management, environmental migration, compensation for vulnerable people, and human rights.
