To develop an early/medium/long-term recovery and rehabilitation strategy with strong inclusion of gender, children, senior citizens and disability for disaster-affected or displaced households. The speed of urbanization will be an important driver of change: the majority of new migrants in urban areas will live in informal settlements or inadequate housing. Urban design, planning and delivery of services that both improves the quality of life for residents and makes expanding cities resilient to natural hazards will therefore be a priority.
