Disaster management should give special consideration to marginalized groups and those with special needs or otherwise vulnerable, including persons with disabilities, senior citizens, the sick, pregnant women, children and displaced persons.

Relevant agencies and organizations should have in place emergency response systems, plans and programs to undertake followings under the guidance and facilitation of the Ministry of Disaster Management and its agencies.
