Resultado de la insuficiencia y bajo cumplimiento de instrumentos técnicos y normativos orientados a asegurar una adecuada planificación que tome en cuenta la gestión del riesgo de desastres en la gestión del territorio que tiene entre sus componentes al medio natural reflejado en los ecosistemas, y al elevado porcentaje de infraestructura, vivienda y servicios básicos deficientes e inseguros. Ello como producto de la existencia de factores de exclusión social y económica, procesos de migración interna e incremento acelerado de la población urbana.
