The proposed prioritization process and communications networks will enable government and the private sector to enhance their working relationships (e.g. information sharing), develop improved emergency management plans and adjust their business decision-making processes relating to the border (e.g., divert shipments to alternative border crossings or utilize other modes of transportation) during times of crisis affecting cross border flow or people and goods. Ultimately, these processes will enable: (i) Rapid flow of priority people and goods most urgently needed in Canada during and following an emergency; (ii) Timely business resumption by stakeholders, thereby mitigating economic losses; and (iii) Strengthened resilience of critical infrastructure by minimizing supply-chain disruptions for essential goods and people during times of crisis.
