INDIRECT SPECIFIC - Includes a provision for free movement of workers between Member States, subject to national policy (Section IV, art. 18). There are no provisions for migration in the context of climate change, but the free movement clause could be interpreted and translated into national policies to address climate related migration.

Artículo 18 - Los Estados Parte convienen en procurar la libre movilidad de la mano de obra y del capital en la región, mediante la aprobación de las pOlíticas necesarias para lograr ese propósito. TRANSLATION -

Sec. IV, art. 18

Article 18 - The States Parties agree to pursue the free mobility of labour and capital in the region by adopting the necessary policies to achieve this purpose.
