Art. 12 - Decision Regarding Application for Refugee Status. A) After considering the application, the Committee may recommend that the Permanent Secretary in the Ministry responsible for immigration matters: […] iii. Not recognize the applicant exceptional leave to remain in Jamaica for a limited period.

Art. 13 - Implementation of the Decision: [...] f) In those circumstances where the Permanent Secretary has decided not to recognise the applicant as a refugee but has decided that the individual be granted leave to remain in Jamaica on humanitarian grounds, the Permanent Secretary shall communicate that decision to the applicant along with the relevant terms and conditions associated with such leave.
