Artículo 1º—El presente Decreto con Rango, Valor y Fuerza de Ley, tiene por objeto regular la acción corresponsable del Pueblo y del Gobierno de la República Bolivariana de Venezuela, en el marco del Estado Democrático y Social de Derecho y de Justicia, para la construcción, habilitación, acondicionamiento, organización, atención integral y gestión de los refugios en todo el territorio nacional, a fin de proteger a la población en casos de emergencias o desastres. [...] CAPÍTULO II - TIPOS DE REFUGIO, CONSTRUCCIÓN, HABILITACIÓN, ACONDICIONAMIENTO, MANTENIMIENTO Y UTILIZACIÓN. Artículo 7º—Mientras persista la situación de alarma o emergencia, y hasta tanto la autoridad competente en protección civil y administración de desastres determine que las familias y personas pueden regresar en forma segura a sus hogares o, en caso de pérdida irreparable de vivienda, mientras el Gobierno de la República Bolivariana de Venezuela procure nuevas viviendas en sitios seguros, las familias y personas afectadas o damnificadas deben permanecer en refugios construidos o habilitados y dotados a tal efecto.

Article 1—This Decree with Rank, Value and Force of Law, has the purpose of regulating the co-responsible action of the People and the Government of the Bolivarian Republic of Venezuela, within the framework of the Democratic and Social State of Law and Justice, for the construction, qualification, conditioning, organization, comprehensive care and management of shelters throughout the national territory, in order to protect the population in cases of emergencies or disasters. Article 7º—While the alarm or emergency situation persists, and until the competent authority in civil protection and disaster management determines that families and individuals can safely return to their homes or, in the event of irreparable loss of housing, while The Government of the Bolivarian Republic of Venezuela seeks new homes in safe places, the families and people affected or damaged must remain in shelters built or enabled and equipped for that purpose.
