INDIRECT SPECIFIC - Free movement rights can be exercised under three provisions: (i) the movement of skilled persons, (ii) services and (iii) the right of establishment. Importantly, despite not addressing population movements in the context of climate and/or other environmental changes, the mechanism has been used in the context of disaster.
