Article 40 1. Citizens of Member States shall be deemed to be nationals of the Community. Accordingly, Member States agree, in accordance with the Protocol on Freedom of Movement and Right of Establishment attached hereto as Annex VII, to progressively facilitate procedures for the freedom of movement and right of establishment within the Community.
