Migration Network Hub 

Countries across the UNECE region have taken strides in the implementation of the Global Compact for Safe, Orderly and Regular migration. Some practices have shone as leading examples in how to co-advance GCM Objectives and Guiding Principles, whilst facilitating regional cooperation.  

For example, the Diaspora Succeeds at Home Program, “DAR 1+3”, in the Republic of Moldova, spearheaded by the Swiss Cooperation Office in Moldova and the Government of the Republic of Moldova, strengthens the linkages between migrants and their hometowns by ensuring their right to be engaged with the decision-making process at local public authority level. By leveraging the human and financial potential of diaspora to drive local socio-economic development, DAR 1+3 co-advances the GCM Guiding Principles “people centred”, “sustainable development”, “national sovereignty” and “whole of society approach”, amongst others, as well as GCM Objective 19 “migration and diaspora contributions” and SDG Goal 11, “sustainable cities and communities”.  

This program sets itself apart from others through its unique “migrant-centred approach” which prioritises responding to the needs and rights of those who are often excluded, vulnerable and disadvantaged by conventional modes of migration management. To illustrate, inclusion of migrants at the decision-making table gives them an opportunity to articulate issues within their localities and to receive funds from the diaspora to implement projects that directly respond to their identified needs, such as kindergartens, medical centres, recreational and educational areas like playgrounds and sports fields. Implementation of the GCM is, after all, not just about the What but also about the How. 

Other Good Practices in migration policy have focused on other themes. For example, in North Macedonia, “Evidence-based migration policy planning and discourse” (2021-2025), a Joint-Programme facilitated by the Multi-Partner Trust Fund, supports the government and its partners to design evidence-based and coordinate migration policy, drawing on knowledge, skills and practices from diverse stakeholders and across the sub-region to reinforce the application of tools to improve the migration database. For example, official South-South cooperation visits were organised between the National Bank of the Republic of North Macedonia and the Central Bank of Albania to exchange experiences and share best practices related to remittances. 

These two examples represent the tip of the iceberg in terms of what can be done by governments and stakeholders to promote regional cooperation in GCM implementation. What are your experiences?

Nosotros/as, sociedad civil, la RED española del PMM, nos hemos agrupado y generado un documento de indicadores sobre algunos objetivos del PMM. 

El informe se ha desarrollado tomando como punto de partida una metodología participativa con las organizaciones de la sociedad civil, especialmente de las organizaciones locales de migrantes en las cuales impactan directamente las políticas y la legislación. En este sentido, para la elaboración de este informe, se han tenido en cuenta los trabajos previos realizados, entre otros, el Informe de la Sociedad Civil sobre el estado de cumplimiento de los compromisos del Pacto Mundial de Migraciones en la política española (Marzo 2022); el informe “Evaluando el Pacto Mundial para una Migración Segura, Ordenada y Regular”; Propuesta de Indicadores de la Sociedad Civil y la Línea de Base elaborada en Febrero de 2024, con datos actualizados de referencia que servirán para el seguimiento y la medición de los avances de manera longitudinal.

Esta metodología ha permitido identificar, definir, consensuar y elaborar la Línea base del cumplimiento del PMM por parte del Estado español con un conjunto de 324 indicadores, de los cuales 83 son indicadores de estructura, 121 son indicadores de proceso y 120 son indicadores de resultado.

Contar con esta Línea de base y los indicadores facilitará el seguimiento y el contraste de la información ofrecida por parte de los Estados, permitiendo la elaboración de informes sombra a las revisiones globales y regionales, a la vez que favorecerá la incidencia política en el plano nacional y local, permitiendo a las organizaciones de la sociedad civil exigir avances concretos que cumplan con las metas marcadas.

Los desafíos, retos e injusticias que aún deben superarse son muchos y diferentes. Durante la Presidencia española del Consejo de la Unión Europea en el segundo semestre de 2023, se ha adoptado el Nuevo Pacto de la UE sobre migración y asilo, implicando un marco más restrictivo de derechos para las personas en movimiento, alejándose así del PMM y, suponiendo de nuevo, un mayor control de fronteras exteriores de la Unión Europea.

In the first Thematic Consultation for Sessions 1 and 2 on 29 January 2024, UNECE region stakeholders engaged in a lively discussion around the progress and challenges in regional cooperation on the GCM. Overall, participants suggested that whilst there has been progress in GCM mainstreaming in the UNECE region, there are barriers to its substantive and expansive implementation.  

Some stakeholder participants vocalised concerns around declining opportunities for participation in regional and global migration-related fora and recalled the GCM’s guiding principle “Whole-of-Society Approach”, stressing the importance of meaningful engagement, cooperation and partnerships with relevant stakeholders in the design, implementation, monitoring, and review stages of migration policy. This includes in programmes on skills development, student exchange programmes, trainee- or apprenticeships, and development of documentation and information tools, to name a few. Others emphasised the necessity of recognising the diverse perspectives amongst regional non-governmental organisations for developing and strengthening bilateral, subregional, regional, interregional and global dialogues, information sharing, and initiatives, as laid out in the GCM Resolution.  

A cluster of stakeholders called for better regional and subregional monitoring and evaluation of policies, including budget, legislation and funding structures, especially around detention, return and recruitment practices, to allow actors to identify patterns and causes of progress, stagnation or regression in the implementation of the GCM, as well as combat discrimination and xenophobia against migrants. In doing so, they recollected the GCM’s “People-centred Approach”, which promotes the wellbeing of migrants and the members of communities in countries of origin, transit and destination, and Member State’s reaffirmation of the need to protect migrant’s safety and dignity, including their obligation to respect, protect and fulfil the human rights and fundamental freedoms of all migrants in the IMRF Progress Declaration.  

The GCM’s “People-Centred Approach” was also referenced by a range of stakeholders as a pivotal framework for the development of regional or subregional migration pathways that serve and reflect the needs of migrants and their communities, alongside destination countries and recruiters. Likewise, they brought attention to “Whole-of-Society Approach” guiding principle and its value as a tool to advance cooperation with trade unions and other non-governmental entities that advocate for migrant’s rights, including their right to freedom of association, organisation and collective bargaining.

The main gaps and challenges in existing intra- and cross-regional collaboration on the implementation of the Global Compact for Migration (GCM) include:

  1. Limited Resources: Many countries and regions face resource constraints, including financial, technical, and human resources, which hinder their ability to fully implement the GCM.
  2. Diverse Migration Contexts: Different regions and countries have varying migration patterns, challenges, and priorities, making it challenging to implement a one-size-fits-all approach to the GCM.
  3. Policy and Legal Frameworks: Some regions lack adequate policy and legal frameworks to support the implementation of the GCM, including frameworks related to migrant rights, labor migration, and integration.
  4. Data and Monitoring: There is a need for improved data collection, analysis, and monitoring mechanisms to track progress and identify gaps in the implementation of the GCM.
  5. Capacity Building: Many countries and regions require capacity building to strengthen their institutions and systems for managing migration effectively.
  6. Coordination and Cooperation: There is a need for enhanced coordination and cooperation among countries and regions to address common migration challenges collectively.

Lessons learned from existing collaboration efforts include the importance of:

  • Building trust and mutual understanding among stakeholders.
  • Ensuring inclusivity and participation of all relevant stakeholders, including migrants and civil society organizations.
  • Adopting a comprehensive and integrated approach to migration governance.
  • Promoting regular dialogue and exchange of best practices among countries and regions.

To better overcome these challenges, it is essential to:

  • Strengthen partnerships and collaboration among countries and regions, including through regional and international mechanisms.
  • Enhance capacity building efforts to support the implementation of the GCM.
  • Improve data collection, analysis, and monitoring mechanisms.
  • Promote dialogue and exchange of best practices among countries and regions.
  • Ensure the inclusivity and participation of all relevant stakeholders, including migrants and civil society organizations, in the implementation process.

Ivana Manelli As I said in my first reply, I want to go deeper and study the proposals and resolutions. Through some of the responses, I think about the challenges faced here in Rome. Above all, there is a lack of public spaces where groups can organise themselves to work together with migrants, building paths and solutions to deal with the current migratory crises.

For me, without the participation of society, and especially of immigrants, refugees and the associations that welcome them, there is no chance of finding solutions. Listening to those who are experiencing the problem, enabling people in situations of forced displacement to be the protagonists of their lives and to find solutions.

Migration Network Hub 

Whilst the Global Compact for Migration is based on a set of cross-cutting and interdependent guiding principles, it also offers an array of tools and frameworks to support governments and stakeholder partners to implement the GCM and co-advance the 2030 Agenda. For example, the Migration Hub hosts a Repository of Practices, which logs already-implemented, replicable practices by governments and stakeholders for others to learn and take inspiration from. Likewise, the Pledging Initiative collects commitments made by governments, civil society, international organisations and other stakeholders, to advancing the implementation of one or more Guiding Principles, Objectives or actions outlined in the Global Compact for Migration.  

Similarly, the Migration Multi-Partner Trust Fund (M-MPTF) is a vehicle to bring the Compact to life. Each programme the fund supports is the product of collaborative work by members of the United Nations Network on Migration working with national partners – with regional economic community, government, local authorities and alongside stakeholders, including those representing migrants and their communities. Beyond this, the Experts Database, a collection of experts on different migration topics, searchable by GCM Objective, and the Discussion Space, designed for ongoing feedback, comments and thoughts on GCM implementation, is available for use by governments and stakeholders alike.  

However, these tools only partially fulfil the needs of governments and stakeholders seeking to implement the GCM.

The call for "Nothing about migrants without migrants" resonated throughout the inaugural International Migration Review Forum. The Regional Migration Reviews present a chance to substantiate this call rather than letting it remain a rhetoric. Placing migrants' experiences and expertise at the forefront during all phases and levels of the GCM implementation, spanning policy design to on-the-ground impact assessment, is crucial for realizing the GCM's goals and honoring the pledge to human rights-centric migration governance.

QUNO has released a briefing paper on enhancing meaningful migrant participation as well as a concise how-to guide on migrant and stakeholder engagement with the Reviews to promote and strengthen engagement - we are uploading the briefing paper with this comment and have posted a second reply to this discussion question that gives access to our guide. 

The objective is not solely to enhance migrant participation in the Regional Reviews but to achieve improvement through them. Success should not be gauged solely by the number of migrants engaged in the meeting but by how these processes amplify the involvement of migrants in decision-making across local, national, regional, and global levels.

The Women in Migration Network (WIMN) is a global network, with members in the UNECE and in other global regions. This document summarizes our key messages to ensure the incorporation of a gender responsive approach at the Regional Migration Reviews of the Global Compact for Safe, Orderly and Regular Migration. These messages have been built from collective processes in consultation with WIMN members, and we encourage each regional review to  adapt these general recommendations to their specific contexts. The key messages do not attempt to cover all objectives. We also recommend to take into consideration the Guide to Gender-Responsive Implementation of the GCM, which sets a bar for all 23 objectives.

Thank you very much to the organisers for the invitation to start the discussions for session 3. My name is Richard Leigh the engagement and capacity manager at AFFORD.

I provide some talking points related to objectives 19 and 20 and how it relates to aspect of our discussion today covers objectives 14 (consular protection), 15(access to basic services), 16 (inclusion and social cohesion), 19(migrant and diaspora contributions), 20(remittances) and 22 (social protection). AFFROD is a diaspora led organisations so many of my points will be related to our work and related areas of other objectives 19 and 20.

First of all, It is worth applauding EU member states and citizens for the way Ukrainians were and are still being supported 2 years into the conflict with Russia, access to basic services, promoting their inclusion and participation in social promotion has been great and one of the best examples of supporting migrants. All migrants would appreciate this kind of support within the humanitarian space and we need to raise this point.

How can we continue to underscore this approach as a model that can be applied as Europe’s response to Ukrainian refugees has shown that with political will, Europe has the means to welcome refugees in an orderly, safe and rights-based manner. Now it is time to apply that same model to all those who are escaping poverty, war and destruction, or are simply reaching Europe in search of a decent life

The revision of the EU Single Permit Directive, which creates a simplified application procedure for both work and residence permits can promote equal and fair treatment of migrant which can promote social protection, in particular concerning the right and access to basic services.

Diaspora and migrants in Europe along with local authorities are first respondents through remittances, during humanitarian crisis and volunteering their skills and expertise. An organisation like Shabaka working with Meta using WhatsApp to provide telemedicine.  we all these organisations contributing fantastic small-scale initiatives/pilots and these initiatives need to be supported more to build their capacity to become more sustainable and to be around for the long term.

AFFORD has continued to test projects that Diaspora have a continue to act and intervene as investors in green economies as a form of adaptation to mitigate the effects of climate change. Diaspora and migrants act as mediators to support growth of SMEs and a lot of support is needed from members states to support and make innovative such as bonds etc. Targeted funding of diverse and innovative programmes, projects, and initiatives to support ODA. For example, the UK, Netherlands use to support remittance and diaspora contributions a lot with dedicated departments and funding for diaspora support. However, Germany through GIZ and Switzerland through SDC have been funding diaspora innovative ideas. AFFORD is piloting innovative ideas around Diaspora Bonds, remittances guarantee loans for SME’s.

National GCM Implementation

We take this opportunity to encourage member states to commit to engage with local and national stakeholder groups and for states to fully collaborate with all stakeholders including civil Society, diaspora led, and migrant led organisation to re-enforce the focus on sustainable partnerships to bring a holistic approach to help us to achieve the objectives of the GCM.

The example of the UK GCM stakeholder forum (consisting of government representatives, INGO’s, Local authorities, civil society organisations led by IOM and it is about is worth emulating by all member states to encourage a real whole of society approach including diaspora led, and migrant led organisation to re-enforce the focus on sustainable partnerships to bring a holistic approach to help us to achieve the objectives of the GCM.

Diaspora areas such as skills transfer, volunteering etc need to be explored more. Examples of these include AFFORD Crowdfunding for SME’s in Africa and crowdlending to the green economy in Ghana both are underpinned by the diaspora volunteers referred to as diaspora resource person who give their time and skills to support investors and entrepreneurs.  

Another area worth exploring is the Art culture and heritage sector, related to our project on Return of the Icons aimed at “Heritage for Prosperity” which significantly relates to the discussions around culture, narratives, and perspectives, addressing the decolonisation agenda which we see as becoming a real part of the conversations around GCM implementation and migration and development discussions.

 

Call to Action

We urge all stakeholders present here today to embrace a spirit of collaboration and partnership as we embark on the implementation phase of the Global Compact for Migration. Collaboration lies at the heart of effective governance and policy implementation. No single entity or stakeholder group can address the complexities of migration in isolation. It is only through collaborative efforts that we can harness the collective expertise, resources Each stakeholder brings unique perspectives, capacities, and responsibilities to the table., and experiences necessary to develop sustainable solutions.

About the Migration Network Hub

What is the Migration Network Hub?

The Hub is a virtual “meeting space” where governments, stakeholders and experts can access and share migration-related information and services. It provides curated content, analysis and information on a variety of topics.

The Hub aims to support UN Member States in the implementation, follow-up and review of the Global Compact for Migration by serving as a repository of existing evidence, practices and initiatives, and facilitating access to knowledge sharing via online discussions, an expert database and demand-driven, tailor-made solutions (launching in 2021).

What content is displayed in the Hub?

The different types of resources submitted by users undergo peer review by a panel of experts from within the UN and beyond, before being approved for inclusion in the Hub. To provide guidance to users based on findings of the needs assessment, the content is ordered so that more comprehensive and global resources are shown before more specific and regional ones.
