C40 Cities and Mayors Migration Council invest in achieving the Global Mayors Action Agenda on Climate and Migration, commit to accelerating global action on climate and migration in 2022-2023

As cities are increasingly confronted with challenges related to climate and migration, mayors are showing bold leadership in delivering inclusive responses, in line with the objectives of the Global Compact for Migration (GCM) and the Paris Agreement . As leading mayor-led organisations on climate and migration respectively, C40 Cities and the Mayors Migration Council (MMC) join together and pledge to accelerate global action on climate migration in 2022 and 2023. We will do this through two mechanisms: 1) Working together to achieve the Global Mayors Action Agenda on Climate and Migration; 2) Support city-led solutions to climate and migration challenges through the Global Cities Fund for Inclusive Climate Action (GCF:ICA).



We will invest in and scale up the work of the C40-MMC Global Mayors Task Force on Climate Migration (C40-MMC Task Force), a mayor-led initiative to accelerate global responses to climate and migration. We will be guided by the Global Mayor's Action Agenda on Climate and Migration (C40-MMC Action Agenda), which sets out a collective vision for inclusive climate action and makes specific recommendations on three priorities – Urban Resilience, Urban Inclusion, and Urban Transformation. This common vision is in line with the GCM and, if achieved, will contribute to the direct advancement of various GCM objectives (mainly: 2, 5, 7, 15, 16, 18, 19, and 23).



The MMC, in strategic partnership with C40, will also work to provide direct technical and financial resources to cities addressing the needs of migrant and displaced communities affected by the climate crisis. A new chapter of the Global Cities Fund, focusing on Inclusive Climate Action, will support city-led projects that:

Reduce the vulnerability of urban residents in the face of climate hazards and climate displacement.

Ensure the protection and inclusion of people affected by disaster- and climate-related mobility in cities.

Promote a green and just climate transition at the city-level in partnership with migrants and affected communities.



With this pledge, C40 and MMC commit to strengthening the already instrumental role of mayors and local governments in implementing the GCM.
