Prosecutor's action protocol for the investigation of crimes committed by and against migrants under conditions of vulnerability.

IOM in Mexico provides technical support to the Northern District of Attorney in Ciudad Juárez, Chihuahua, in order to develop a protocol and ministerial guidelines for the investigation of crimes committed by and against immigrant populations under vulnerable conditions within the state of

Chihuahua. The following actors and entities are currently involved in the development of the protocol and guidelines: Prosecutors (Agentes del Ministerio Publico de la Fiscalía), the State Investigations Agency (Agencia Estatal de Investigación), the State Executive Commission for Victims Attention (Comisión Estatal de Atención a Víctimas), as well as the Trust Fund for Competitiveness and Civil Security (Fideicomiso para la Competitividad y Seguridad Ciudadana (FICOSEC), the latter representing the civil and private sector.

Hasta noviembre de 2022 hemos tenido seis sesiones técnicas para la construcción del protocolo. Sin embargo, a principios de enero de 2023 hubo una fuga de reos y homicidios al interior del CERESO de Ciudad Juárez, el cual era administrado y vigilado por la Fiscalía del Estado de Chihuahua, lo que detonó en el cambio del Fiscal y de un número importante de personal operativo.

Durante el mes de marzo de 2023 tuvimos una reunión con el nuevo Fiscal y su equipo para poner a su consideración retomar los trabajos de construcción del protocolo. Aceptaron nuestra propuesta. Acordamos tener una sesión de seguimiento para el próximo 16 de mayo del año en curso.
