Summary
The website has been developed within the framework of the EU-funded project “Support to the Implementation of a Mobility Partnership with Azerbaijan” (MOBILAZE), which was launched in 2016 and was finalized in 2019. The Component 1 (Building of analytical capacities for informed migration policy making) envisaged the development of the website. This website is intended to inform foreigners and stateless persons visiting the Republic of Azerbaijan, who are the main beneficiaries of the initiative, about the services provided by the relevant state agencies, as well as culture, history, customs, tourist attractions of the country and to promote tourism and investment potential of Azerbaijan. The website, functioning in Azerbaijani, English and Russian, provides users with the necessary information on migration legislation, business environment and tourism opportunities in the country in a simple way for the purpose of ensuring the convenience of foreigners intending to visit Azerbaijan. During the establishment of the website, focal points from the relevant state agencies were collected, as well as all the information on the country and services necessary for migrants was gathered in one platform.

Benefit and Impact
The platform which operates since 2020 till today, is very popular in CIS countries, as well as in neighbouring countries of the Republic of Azerbaijan.
Using the e-services, which can be accessed through the platform meets the requirements and needs of the migrants. By using this information, the e-services are constantly improved and updated.
“Support to the Implementation of the Mobility Partnership with Azerbaijan (MOBILAZE-2)” Project (2021-2024) implemented together with the State Migration Service and the International Centre for Migration Policy Development (ICMPD) envisages further improvement and updating of the website.
Key Lessons
1. Collecting of the information, images, data, etc.:
Interagency coordination was set up, focal points were assigned from each agency and necessary information and resources was collected for sharing them in the website.
2. Finding exact information to meet necessary requirements of migrants.
For solving this challenge, the requests were sent to all Regional Migration Departments, as well as to document reception centers at “ASAN Service” centers where you can find all government services in one place, as well as Call center of SMS. According to their answers, the relevant information was shared on the website.
In spite of these challenges, appropriate information was collected from the relevant state agencies and internal structural units of the State Migration Service of the Republic of Azerbaijan, as well as focal points.
Taking into the consideration the fact that smartphones are the integral part of our society, the establishment of mobile application of this website would be the best opportunity for migrants to use this platform.
To this end, further improvement of the platform is planned within the MOBILAZE-2 Project.
Recommendations(if the practice is to be replicated)
Innovation
According to the gained knowledge and methods in establishing the website, the official website of the State Migration Service of the Republic of Azerbaijan www.migration.gov.az was updated and shared with the citizens.
Furthermore, in consideration of high demand to the e-services due to COVID-19 requirements, we consider that www.migrationto.az website will continue to serve interests of migrants.
Improvement and updating the website according to the requirements of the COVID-19 pandemic is planned within the “Support to the Implementation of the Mobility Partnership with Azerbaijan (MOBILAZE-2)” Project (2021-2024) implemented together between the State Migration Service and the International Centre for Migration Policy Development (ICMPD).
