Summary

Göç Mobile is a mobile phone application that provides information about the Directorate of Migration Management, making an application to the Foreigners Communication Center to overcome the language barrier with audio translation, facilitate access to public institutions and organizations and answers questions such as "what's near me", "frequently asked questions" and general curiosity of foreigners in the field of migration.

In addition, within the scope of the ongoing development works of the application, transactions such as residence permit transactions, appointment transactions, road permit transactions and marriage license certificate will be able to be done through the application. Through the Life Guide in Turkey, basic information needed by foreigners outside the migration area is shared. Currently, the application, which provides services in 6 languages, continues to work to provide services in 7 languages.

Regarding the protection of data, procedures are carried out in accordance with the Law on the Protection of Personal Data No. 6698 in the Turkish legislation and, in addition, in Article 99 of the Law on Foreigners and International Protection.

Benefit and Impact

Diversification of channels that inform foreigners in different languages by the state on many issues related to life in Turkey, the rights and obligations of foreigners and the services provided by the Directorate of Migration Management facilitates the lives of foreigners by providing effective access to accurate information. Foreigners of different status living in Turkey and foreigners who intend to live in Turkey benefit from the said mobile application.
For Migration Mobile, the total number of downloads of the application, the total number of downloads from the App Store and from the Google Play Store are compiled on a weekly, monthly and annual basis.

Key Lessons

The application can be made disabled-friendly, as well as redirecting to the sites of institutions serving in different fields.

Some of the difficulties encountered in implementation were enriching the content, checking the spelling rules, keeping it up-to-date and having simultaneous translation into 6 languages, which requires a team effort on its own. One of the difficulties encountered is that such a team cannot be formed due to the insufficient number of personnel. Changes in the names of the ministries, combining the numbers of emergency call centers under one roof, changes in legislation and practices cause the information in current practices to become outdated. In order to prevent this situation, it is ensured that the texts are kept as up-to-date as possible by giving importance to the updating studies and asking the opinions of the relevant institutions.

Recommendations(if the practice is to be replicated)

Before the creation of such a site and mobile application, it can be planned to enrich the site such as topics that will attract the attention of foreigners, columns, interviews on health and other subjects, by receiving professional content production service at the preparation stage.

Innovation

Being an alternative tool for face-to-face information is a feature that makes the application innovative. Keeping the contents of the application up-to-date and enriching it with new contents will enable the work to be sustainable.

The aforementioned innovative tools are important as alternative information channels, as the trend towards content and information studies has increased through remotely accessible channels instead of face-to-face communication and information channels with the effect of Coid-19 pandemic conditions.

The realization of innovative applications and the increase in the number of people downloading/following these applications will contribute to the use of different innovative tools at the corporate level in the future.
