Summary

In 2019, the State Migration Service launched the MigAz mobile application. The aim was to facilitate the access of foreigners to e-services, to minimize the time spent on migration services and appeals to the State Migration Service. The main beneficiaries of the mobile application are all foreigners and stateless persons living in the Republic of Azerbaijan, as well as those abroad intending to visit Azerbaijan, regardless of their status. Currently, access to services, such as registration upon place of stay, permissions for temporary and permanent residence, checking the status of application and travel ban, calculator for checking the registration deadline, online payment, online queue, ASAN visa, is available through the mobile application. At the same time, the mobile application provides users with an extensive database on the history of Azerbaijan, tourist sites, recreation centers, our national music and cuisine. The mobile application was developed and launched by the Government of Azerbaijan.

Protection of personal data in the mobile application is carried out in accordance with the Laws of the Republic of Azerbaijan "On Personal Data" and "On Right to Obtain Information". Also, in accordance with the "Security" clause of the "Rules" (https://eservice.migration.gov.az/?lang=en) on the provision of electronic services, the State Migration Service of the Republic of Azerbaijan takes possible and necessary technical and organizational measures to ensure the protection of data constituting personal and commercial information, as well as to prevent accidental losses and unauthorized access, usage, modification of the System or disclosures.

Benefit and Impact

Through the mobile application, all migrants, regardless of their status, have access to basic services and remedies to protect their rights. In particular, considering that the most effective way to legalize the stay and residence of foreigners in the country during the COVID-19 pandemic, as well as the provision of other migration services under a special quarantine regime, the widespread use of electronic services, through the MigAz mobile application, users were able to use e-services more easily online.
The calls and enquiries are answered directly through application which has Azerbaijani, English and Russian language options. Regular updates and notifications related to e-services are sent to users through the mobile application. It is planned to increase the capacity and the services rendered via mobile application.

Key Lessons

One of the MigAz's important challenges during development was to introduce it to large audiences and increase its functionality. For this purpose, the application was presented officially and covered in the media.
We believe that international partners' online information platforms and information resources could be used to promote the MigAz mobile application abroad.
Currently works are underway to expand the capabilities of the mobile application. For this purpose, special activities are envisaged for the improvement of the MigAz mobile application within the framework of the “Support to the Implementation of the Mobility Partnership with Azerbaijan (MOBILAZE-2)” project, implemented jointly with the International Center for Migration Policy Development of the Republic of Azerbaijan.

Recommendations(if the practice is to be replicated)

Considering the widespread use of mobile devices by the world's population and the current reality and demand for electronic services, we would recommend the introduction of mobile applications, which play an important role in ensuring the effectiveness and accessibility of services offered to migrants.

Innovation

Through the MigAz mobile application, foreigners will be able to find answers to many questions before coming to our country. MigAz, which does not only provide information and services on migration procedures, also serves as a kind of guide for those intending to visit Azerbaijan. The practice contributed to development of e-services rendered to migrants in a more swift way.
Its operation in 3 languages allows for its wider application. The mobile application, fully adapted to the changing conditions due to COVID-19 pandemic, allows for flexible consideration of appeals without contact.
