TENTATIVE DEADLINE OF IMPLEMENTATION:
On the occasion of the first International Migration Review Forum convened under the United Nations General Assembly from 17 to 20 May 2022, determining to enhance cooperation on international migration in all its dimensions, to discuss and share progress on the implementation of all aspects of the Global Compact for Safe, Orderly and Regular Migration (GCM), including as it relates to the 2030 Agenda for Sustainable Development, and with the participation of all relevant stakeholders.

The professional recruitment associations, Manpower Association of Cambodia (MAC), is committed to implementing the GCM specific priority objectives endorsed by the Cambodian Government, including specific goal 6 Facilitate fair and ethical recruitment and safeguard conditions that ensure decent work, enhancing safe and fair recruitment practices and contributing to socio-economic development and skills learning, working with government, employers, and workers organizations.

We recognize the important leading, coordinating and monitoring role of the Government in ensuring migrant workers’ rights are protected, and inclusive growth and sustainable development are promoted in Cambodia.

We recognize that many stakeholders including workers and civil society organizations play a positive and contributing role in promoting awareness of fair and ethical recruitment practices in communities, which can prevent abusive practices in the recruitment process.

We recognize the important role that recruitment agencies play in ensuring fair recruitment by adhering to national laws, fundamental principles and rights at work.

We commit to working with other professional organizations to promote fair and ethical recruitment practices. This is critical to the protection and promotion of Cambodian migrant workers’ rights and to building the reputation of recruitment agencies nationally, regionally, and internationally.



We commit to respecting, protecting, and fulfilling the human rights of all migrant workers regardless of their migration status and gender identity, ensuring that the best interests of the migrant are a primary consideration in all actions concerning migration process, including those related to return and reintegration.



We commit to continuing to strengthen implementation of the labour migration governance framework, relevant national law and legislation and adherence to International Labour Standards, including implementation of the Code of Conduct for Private Recruitment Agencies (COC), initiatives and partnership with the Cambodian Government, International Labour Organization (ILO), other UN agencies and stakeholders to realize the vision laid out in the Global Compact on Migration.



We commit to intensifying joint efforts, in full respect for human rights, including through international cooperation between countries of origin, transit and destination, to prevent and counter the trafficking of migrants and other violation
