Continued Articulation of GCM Objectives within the Philippine Development Plan 2023-2028

The inclusion of a Chapter 21 on Safe, Orderly and Regular Migration in the Philippine Development Plan 2017-2022, the road map for the 2030 Agenda, and the medium-term development plan for the country’s Ambisyon Natin 2040, was a singular recognition of the positive contributions that safe, orderly and regular migration can make toward attaining the sustainable development goals. Only the Philippines can lay claim to this bottom-up commitment to the GCM in its national economic development plan. With the enactment of RA 11641 or the Department of Migrant Workers (DMW) Act being the first piece of national legislation to codify the 23 Objectives of GCM, the Philippines advocates for the GCM Objectives to serve as the overarching framework for the migration-related chapter in the Philippine Development Plan 2023-2028 and sustaining a place for a chapter on “Protecting the rights, promoting the welfare, and expanding opportunities for Overseas Filipino.”
