Developing legal migration pathways

TENTATIVE DEADLINE OF IMPLEMENTATION:
The EU Talent Pool and the Talent Partnerships, proposed in the framework of the Skills and Talent Package adopted on 27 April, will be implemented in the next months and years and particularly contribute to objective 5 of the Global Compact on Migration on enhancing availability and flexibility of pathways for regular migration:.



- The EU Talent Pool: a new tool organizing the selection of skilled non-EU nationals interested in working in the EU and putting them in contact with employers in the EU. It will be the first EU-wide labour platform and matching tool for nationals of non-EU countries. It will help making the EU more attractive for them and address the challenge of matching EU employers with the talent they are unable to find in the EU’s labour market. In a first stage, and to address the urgent need to facilitate access to the labour market for persons fleeing the Russian invasion of Ukraine, the Commission is proposing a pilot initiative of the EU Talent Pool that should be up and running already by summer 2022.



- Talent Partnerships: aim at reinforcing cooperation between the EU and Member States with a non-EU partner country to boost international labour mobility and skills and talent development in a mutually beneficial way. Following the launch of Talent Partnerships in June 2021, the Commission is now proposing a number of steps to operationalise them with the aim of agreeing on the first Talent Partnerships by the end of 2022. The set-up of these partnerships will take into account the overall state of relations on all aspects of the comprehensive approach on migration under the Pact on Migration and Asylum, as well as the EU Member States' and partner countries' interests in overall cooperation on labour mobility and talent development.



The European Commission also supports partner countries building a common set of regulatory framework and institutional capacity, such as with the THAMM project (Towards a Holistic Approach on Migration and Mobility), supporting North African partner countries in matching their talents with their internal and EU labour market needs.
