Implement and monitor the Municipal Plan of Policies for the Immigrant Population 2021-20241, elaborated through a process of social participation together with civil society and international organizations. The Municipal plan was drafted by the City of São Paulo in collaboration with the Municipal Council of Immigrants of São Paulo and with the technical support of IOM and UNHCR.
The city of São Paulo has benefited in the past from other cities’ best practices, multilateral cooperation and engagement in city diplomacy. The city has also contributed to its ground-breaking policies. Through the partnership with the Mayors Migration Council, the city has enhanced its human rights agenda and developed new capacities as a global actor in the defence of immigrants’ rights.
The Open Doors Program is a model for language training offered through public schools and based on human rights perspectives. The innovative aspect of this program includes its extensive reach through territorialized public services and community-based approach by engaging families with local public educators. As for the Municipal Plan (2021-2024) the city has established a set of goals to improve the programme.
Universal access to health care, basic education and social programs have been the city policies’ main objective since the Municipal Policy for the Immigrant Population was published. One of the main strategies has been the training of public agents in several areas. In the Municipal Plan for the Immigrant population, there are 10 goals directly associated with training as means to enhance access to public services and programs related to health care, education, social and labor programs, childcare and child protection, and human rights. These goals also comprise training for the provision of humanized assistance to LGBTI+ immigrants, intercultural and humanized birth and others.
The Municipal Plan (2021-2024) has a specific goal of creating programs to raise awareness of the immigrant population's rights and prevention of xenophobia, racism, religious intolerance and other forms of discrimination, considering cross-section sensitivities such as gender, age, language; as well as to facilitate access to regularization, labour, public services and validating immigrant identification towards public and private entities.
Contemporary forced labour is a major concern for the city of São Paulo and is most common among immigrant workers. As of 2020, the city has published its municipal flow of assistance for victims.
